Why can we drive a boat without any formal qualifications?

We are pleased to inform you that:

On 16 October 2010, came into force the law about sport from 25 June 2010 (Journal of Laws [Dz.U] No. 127, item 857) which introduce changes to permissions to driving a pleasure motor boats (houseboats):

“…A boat traveling on motor yachts witch max engine power is 75 kW, a hull length up to 13 meters, and where the maximum speed is limited to 15 km/h, does not require the possession of qualification document. In the case of yachts for hire, a boat driver is obliged to take part in safety on the water and boat training…”
